These New Orleans residents did not have the means to escape the city, so they stole a mail truck and drove it to Texas. A Texas Game Warden discovered and apprehended them. They were not charged, but the truck was taken and they were not provided transportation to a safe location. Wilking reports that they traveled the rest of the way on foot.

Poor planning and government response was one of the primary reasons that the hurricane was so devastating. However, difficulty traversing the broken terrain made it even more difficult for the evacuees and the Search and Rescue teams.

People who could not leave the city and decided not to shelter in the Superdome had to escape to rooftops and other elevated locations to escape the flooding. Many left messages to catch the attention of Search and Rescue helicopters. This picture was taken moments before this group was found and evacuated.

Thousands took shelter in the Superdome, but it was not a safe or happy location. The dome started to tear apart hours after the hurricane began to hit the city and the government had not prepared proper supplies for the large number of people who needed help. Search and Rescue began saving people around the city and the number of survivors seeking shelter in the dome rose to 30,000. There were not enough supplies for the number of people, no water purification system, and no designated medical staff. Additionally, the toilet and sewage system broke within a day of use, and no chemical toilets were available. Although it kept them somewhat safe from the storm, it was a miserable experience for all involved. This picture is an aerial view of the dome.

Many residential areas around the city were destroyed. With no homes to return to, many of the former residents decided to live elsewhere. Pictures such as this explain why the city's population was halved in the years following Katrina.
